Flood protection for the inner city of dresden in the area of conflict of urban development and open space planning

- decision of the City Council of Dresden for the realization of the agenda for the improvement of the urban flood protection - „Plan Hochwasservorsorge Dresden“ (vote in may 2004): to be finished till 07/2006
- the realization of the „package of actions“ for the inner city (vote in february 2005): to be realized till 12/2007
- completion of agreements between the City of Dresden and the Free State of Saxony, Technical board on dams about the improvement of flood protection for the historical centre of the city (including fixing of cost-sharing; total costs 30 Mio €)

- Investigation of the system to make the protective structures compatible with the urban features and open space: finished in may 2005

2. Protection system for the city district ‚Friedrichstadt‘
- First planning step (pre_planning): finished

3. Improvement of straflow conditions in the Kaditz flood canal
- Restoration of cahnnel bed: in 2006
- Break of the bridge Sternstrasse ccompatible to flood: finished in 2004

4. (continuation)
- rebuilding of sport grounds compatible to flood: finished
- break of an ice sports stadium: after contruction of the new stadium in 2006
- demolition of an old, non-used railway bridge: in 2005

5. Improvement of streamflow conditions on the Elbe banks

optical (view axes) and functional relations as well as the urban features are not considerably affected
- buildings are not part of the protection line; trees remain untouched; subsurface lines are predominantly behind the protection line

next steps in 2005

- discussion and clearance with real owners, political boards, technical and regulatory authorities
- again vote of Dresden City Council in 2005 (asap)
- approval planning in connection with planning of the protective system for the city-district ‚Friedrichstadt‘ in the neighbourhood and the improvement of streamflow conditions (removal of sediments) - restoration of original flood profiles (removal of sediments) in the inner city: in 2006/2007

6. Flood protection against ground water increase

monitoring and protection against rapidly increasing ground water levels for individual structures (historical buildings): in realization

Protection system for the city-districts‚ historical old town‘ and‚wilsdruffer vorstadt‘
- protection line uses mainly existing walls on the left river bank (remains of the historical fortification) à mobile system is necessary in just more 10 % of the whole length
- protection level (stationary): 9,17 m at gauge Dresden = 23 cm below flood crest at 17.08.2002
- option: increase of the protection level by mobile upper parts to 9,64 m at gauge Dresden = 100-yearly event + 0,40 m freeboard = 24 cm above fl ood crest at 17.08.2002

Advantages
